簡要規則描述：為保障康橋鎮村（居）內污水管道的正常運行，本項目擬通過公開的方式選取一家合格的供應商，對康橋鎮村（居）進行污水管（窨井）、檢查井、化糞池、泵站及生化處理池的日常養護和維修保養工作。養護工作量包括：14個村（居）及村內公益設施、農污設施，污水管36513米，窨井3035座，水封井474座，化糞池666座，隔油池536座，格柵井44座，排水口439只，提升泵站8座。（具體詳見第三章采購需求書）。

BriefSpecificationDescription:Inordertoensurethenormaloperationofthesewagepipelineinthevillage(residence)ofKangqiaoTown,theprojectintendstoselectaqualifiedsupplierthroughanopenwaytocarryoutthedailymaintenanceandmaintenanceofsewagepipes(manholes),inspectionwells,septictanks,pumpingstationsandbiochemicaltreatmenttanksinthevillages(residences)ofKangqiaoTown.Themaintenanceworkloadincludes:14villages(residences)andpublicwelfarefacilitiesinthevillage,agriculturalsewagefacilities,36,513metersofsewagepipes,3,035manholes,474water-sealedwells,666septictanks,536greasetraps,44gridwells,and439drainageoutlets/b17>Only,8liftingpumpingstations.(Fordetails,pleaserefertoChapter3ProcurementRequirements).

二、申請人的資格要求2.QualificationRequirementsforSuppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目是專門面向中小企業采購，評審時中小企業產品均不執行價格折扣優惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業；

(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織；
（4）本項目不允許轉包。
